The formulation of the Regional Transboundary Diagnostic Analysis of the Amazon Basin (TDA) represents a significant milestone achieved through a collaborative process involving ACTO Member Countries and various social and institutional stakeholders. Spanning from 2013 to 2016, this process laid the groundwork for the development of the Strategic Action Program (SAP) for Integrated Water Resources Management (IWRM) in the Amazon Basin.

The TDA, shaped by multi-stakeholder consensus, stands as a testament to the collective efforts of Amazonian countries to assess their internal water policies and foster mechanisms for transboundary cooperation. Moreover, it serves as a catalyst for strengthening the institutional capacities of national water management entities.

The development of the TDA entailed eleven workshops dedicated to formulating National TDAs, drawing participation from over 470 representatives from institutions across the eight countries. Subsequently, a Regional Workshop synthesized these National TDAs into the Regional TDA, identifying the Nine Regional Priority Transboundary Problems of the Amazon Basin, along with their respective impacts and causal chains.

The SAP, in turn, integrates and prioritizes these transboundary problems and their underlying causes, emphasizing regional cooperation and IWRM as essential avenues for addressing them. This entails fortifying institutional and legal frameworks within the countries, enhancing technical and technological capacities, fostering monitoring and knowledge management at both national and regional levels, and enhancing the community and ecosystems’ resilience to climate change impacts.
